CWC Mandate


CWC's formal name is Global Unions Committee on Workers' Capital in recognition of its affiliation with the major international trade union bodies. CWC was established in November 1999, following a meeting of international trade union leaders in Stockholm, Sweden. Its mandate was approved by the ICFTU Executive Board the same month, and is reprinted below:

"The [Committee on Workers Capital] [...] would consist of experts in pensions, investing or other aspects of workers capital and have a focussed mandate including the following:
  • To develop and put in place effective means to ensure the continued gathering and exchange of information related to funds, including governance structures, investment policies, fund managers and other useful information;
  • To further work on the development of principles, guidelines or recommendations concerning the investment of workers' capital, including proxy voting;
  • To contribute to the joint work of TUAC and the ICFTU in the area of corporate governance and to other investment-related issues with international organisations;
  • To exchange information and best practices in the area of trustee education and services, which could include cross-border contacts;
  • To establish a dialogue with pension funds and investment managers on international investment issues;
  • To examine economically targeted investments and international investment vehicles;
  • To develop an international network of trade unionists actively engaged in the area of pensions and investments in order to facilitate international trade union co-operation."

The Committee has since developed a workplan which reflects CWC's mandate. The workplan was approved by the ICFTU Executive Board in December 2003, and establishes CWC's current structure, including the four expert-level working groups.

In terms of governance, the CWC Chair reports on activities to the ITUC Economic and Social Policy Committee and to the ITUC Executive Board, as well as to the General Conference of the Global Union Federations and to the TUAC Plenary.
